Does anyone know if there is a timer in Surpass like was available in securexam? Or will a clock be posted during the CFE?

No, there isn't a timer in Surpass or even a clock.
There are supposed to be a lot of large clocks throughout the examination centres.

Take a watch and put on Table. When time flies, you will not even have time to look on watch,.

Watch is one of the prohibited items listed in the examination rules.

Reason may be with technology, every small thing even a shirt button or pencils can have a camera to record question paper and due to maximum 5 hour timing difference in different exam locations, they try to make sure, no one can record / cheat. In my opinion, even if someone can get the paper one hour before, their is nothing much, s/he can do.

I asked asked cpa helpdesk same question. No timer in surpass but there will be one in the exam room.

Good Morning Guys,
I just received an alternate answer from CPA.
They advised that a desktop clock would be available. Further details on how to check/use it would be provided by our proctors over the next three days.
I'd take this with a grain of salt. However, I thought I'd share.
